On May 2, 2006, the California State Water Resources Control Board adopted the Statewide General Waste Discharge Requirements for Sanitary Sewer Systems Order No. 2006-0003 (Order) to provide a consistent, statewide regulatory approach to address sanitary sewer overflows (SSOs). All public agencies that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey wastewater to publicly owned treatment facilities are required to comply with the Order, which included the development of a Sewer System Management Plan (SSMP).
The SSMP, prepared by the San Mateo County Department of Public Works, describes the County’s management, operations, and maintenance activities for the ten Sewer Maintenance and Sanitation Districts operated and maintained by the County. The main objectives of the SSMP are to:
- Manage, operate, and maintain the condition of the wastewater collection systems to provide reliable service
- Minimize infiltration and inflow
- Provide adequate capacity to convey peak flows
- Minimize the frequency of SSOs
- Mitigate the impact of SSOs
The Board of Supervisors approved the SSMP on August 25, 2009.
